Applicant: Dublin City Council, Transportation & Public Realm Department, Civic Offices, Wood Quay, Dublin 8, D08 RF3F.
Location: Northeast side of Sandymount Green, Sandymount, Dublin 4.
Proposal: Pursuant to the requirements of the above, notice is hereby given of proposed public realm improvement works at the northeast side of Sandymount Green, Sandymount, Dublin 4.
The works will consist of the following:
- The removal of the existing road and footpath surfaces, the re-surfacing of existing carriageways and footpaths.
- Narrowing of the carriageway and the implementing a one-way traffic system allowing for increased footpath widths and build outs.
- The reconfiguration of the kerbside uses including relocating parking to south side of street.
- The introduction of new low-level planting.
- Removal of existing unnecessary street furniture and the introduction of new street furniture including benches.
- The upgrade of public lighting including a new public lighting lamp standard, as well as all necessary service, utility and associated site works.
The subject street and surrounding buildings are located within the ‘Sandymount Village & Environs Architectural Conservation Area’. The proposed works are adjacent to Protected Structures on Sandymount Green.
The proposal has undergone Appropriate Assessment Screening in accordance with Article 6(3) of the Habitats Directive (92/43/EEC) and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU.
In accordance with Article 81 of the Planning & Development Regulations 2001, as amended, the Planning Authority has made a determination and concluded that:
- The proposed development, either individually or in combination with other plans and projects, is not likely to have a significant effect on any European site(s) and therefore a Stage 2 Appropriate Assessment is not required.
- There is no real likelihood of significant effects on the environment arising from the proposed development and that the proposed development is not of a class set out under Schedule 5 of the Planning and Development Regulations 2001, as amended, and therefore does not require an Environmental Impact Assessment Report (EIAR).
Any person may, within 4 weeks from the date of publication of this notice, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.

Dublin City Council are proposing public realm improvement works for the Northeast side of Sandymount Green, Sandymount, Dublin 4.
The vision for this scheme is to build on the summer traffic free trials and to deliver an improved pedestrian friendly environment on a traffic calmed street. It will not be a fully pedestrianised street with access, deliveries, servicing and parking facilitated. Increasing the allocation of pedestrian space will provide opportunities for a vibrant, active street both during the day and in the evenings for residents, businesses and visitors to enjoy.
Concentrating on this street provides an opportunity to deliver an improvement scheme in an efficient and timely manner. This street is not on any public transport or Greater Dublin Area Cycle Network Plan routes.
The proposed scheme involves the removal and replacement of the existing asphalt road surface and replacement with new asphalt carriageway. Existing paved footpaths will be removed and replaced with new paved footpaths with granite kerbs.
The subject street and surrounding buildings are located within the Sandymount Village and Environs Architectural Conservation Area.
The purpose of this Non-statutory Public Consultation is to offer the community and key stakeholders the opportunity to have your say. We are looking for your input as we look to establish if a broad consensus can be reached on the proposals.
Traffic Changes
In order to increase the allocation of pedestrian space on the street, it is proposed to introduce a northwest bound one-way system on the northeast side of Sandymount Green. The carriageway will have raised kerbs.
A time-plated loading bay is proposed on the street to facilitate deliveries each morning up to 11am and it will revert to on-street parking.
The proposed new road layout with associated traffic calming measures will result in a reduction of on-street parking capacity by two spaces.
The proposals include:
- Widening the footpath on the northern side of the street.
- Improving pedestrian crossings and universal accessibility through an inclusive design approach.
- Implementing a one-way system for traffic in the northwest direction (towards Sandymount village).
- Introducing footpath build outs at each end of the street and outside the entrance gate to Sandymount Green as an improved spill out space.
- Introducing low-level in-ground planting and identifying opportunities for new public seating as places to stop and rest.
- Relocating parking, including two universally accessible parking bays, from the northern side of the street to the southern side of the street.
- Improving the public lighting by introducing an additional lamp standard on the south side of the street.
- De-cluttering by removing unnecessary bollards where possible and rationalising the extent and locations of street furniture to provide a clear accessible pedestrian route along the footpaths.
- The proposal will allow for the summer weekend pedestrianisation to continue in future.

2. Planning & Implementation – Indicative timeline
- If there is broad consensus on the proposal, Dublin City Council will further the develop the scheme in early 2026.
- The aim is to begin the statutory planning approval process in Q2 2026.
- Subject to receiving planning approval, detailed design will start in Q4 2026.
Implementation and construction is projected to commence in 2027.
