Proposed Traffic Measures for Parliament Street, Dublin

As outlined in the Dublin City Transport Plan 2023, adopted in July 2024 by the elected members of Dublin City Council, and following the successful transformation of Capel Street into a traffic free environment, it is the intention to replicate this scheme on Parliament Street, introducing a car free corridor for pedestrian and cyclists on the western edge of the city centre retail core.

Dublin City Council is inviting residents, business owners, commuters, and other stakeholders to provide feedback on proposed changes to traffic management on Parliament Street. Your input is vital to help shape a more sustainable, accessible, and vibrant city centre, supporting the objectives of the Dublin City Centre Transport Plan to boost footfall, enhance the public realm, and create a more attractive environment for businesses, workers, and visitors alike.

Why your views matter

Dublin City Council is committed to creating public spaces that are inclusive, accessible, and vibrant for all who live in, work in, or visit the city. The proposed changes to Parliament Street are designed to enhance the pedestrian experience, improve safety, support local businesses, and contribute to a more sustainable urban environment.

Your feedback to this non-statutory public consultation is vital in helping us understand how these proposals might impact different users and how they can be improved. We want to ensure that the proposals reflect a balance of needs and perspectives — including those of residents, businesses, commuters, and visitors — and supports a thriving city centre that works for everyone.

This consultation provides an opportunity for you to shape the future of Parliament Street. All responses will be carefully reviewed and considered as part of the decision-making and design refinement process.

What we are proposing

Dublin City Council is proposing to make Parliament Street a traffic-free zone, enhancing pedestrian safety, accessibility, and the overall public realm in the historic city centre. This follows successful summer trials, strong public support (94% approval in consultation), and the recent removal of the bus route in April 2025.

Key proposals include:

  • A fully pedestrianised section between Essex Quay and Essex Gate, with raised road levels.
  • Limited vehicular access for deliveries and residents between 6am and 11am in the section between Essex Gate and Lord Edward Street.
  • Removal of the night-time taxi rank on Parliament St, with nearby alternatives maintained.
  • Improved cycling links and a cohesive layout connecting to Capel Street and City Hall.
  • Introduction of new planting, seating, and play areas to encourage a family-friendly and inclusive environment.
  • Emergency access will be maintained at all times
