Residential Zoned Land Tax Rezoning Request Submission Form on the Final Map for 2026

Where land is identified on the final map for 2026, published on 31st January 2026, as being subject to the residential zoned land tax, a person may from 1st February 2026 up to and including 1st April 2026, in respect of aforementioned land that such a person owns, make a submission to Dublin City Council requesting a variation of the zoning of that land.

Please be advised that only a landowner can seek the rezoning of the relevant land and evidence of ownership must be included as part of your submission. 

Submissions should include:

  • An Ordnance Survey map to a scale of 1:1,000 clearly identifying the relevant plot of land, including the boundary of the land.
  • Evidence of ownership
  • Indicate the proposed / suggested zoning for the lands
  • Detailed reasons for any rezoning request, which may include continuation of an ongoing economic activity

You should ensure that no vexatious, defamatory or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. Dublin City Council reserves the right to redact any submission or part thereof that does not comply with this requirement.

Please note that although they are included on these maps, residential properties are not subject to RZLT if they are subject to Local Property Tax. It is not necessary to make a rezoning request or submission to remove this type of residential property from the map.
